License Afghanistan's opium for pain-killing medications like morphine and codeine

The U.S. has attempted to eradicate the opium industry in Afghanistan, but has utterly failed. Crop-dusting campaigns not only don’t work, but they go against the will of the Afghani people. Opium is one of the few crops that can grow in the harsh region, and is therefore a major part of the Afghani economy, which could be stabilized by licensing the opium crops for pain-killing medications like morphine and codeine, which are in short supply in the developing world. Everyone wins.
